AccXel Construction School: a clean DfE audit, 100% pass rate, and significant Ofsted progress with Bud
From new provider to confident, scaling apprenticeship business.
The AccXel and Bud partnership, at a glance:
Who: AccXel Construction School, a construction and engineering apprenticeship provider, built by a third-generation construction family business.
Their challenge: Stepping up to become a lead apprenticeship provider meant taking on ILR submissions, audit preparation, safeguarding evidence, and compliance processes directly, all while continuing to grow, with little room for error.
The solution: Bud gave AccXel a compliance-led, structured platform to manage delivery, evidence, and reporting with confidence from day one.
The impact:
-
Clean first audit: AccXel passed its first full DfE audit four months after becoming a lead provider, with no issues or errors recorded.
-
100% pass rate: AccXel's first Level 4 cohort, with 85% achieving merit or distinction.
-
Significant progress: recognised in meeting apprenticeship provision requirements and training quality, through Ofsted monitoring activity.
-
92% growth planned: learner numbers set to grow significantly within the year, without adding administrative headcount.
An ambition to take control of its own provision
AccXel Construction School was founded by a third-generation construction family business to tackle the industry-wide challenge of attracting, training, and retaining the skilled people that civil engineering firms and major housebuilders need. Since opening its construction training centre in 2022, AccXel has grown quickly, moving from a specialist training school into a full apprenticeship provider with rising learner numbers and expanding programme demand.
As that growth continued, AccXel reached a pivotal decision. Rather than continuing to deliver training on behalf of other providers, AccXel chose to take the step up to becoming a lead apprenticeship provider, taking direct ownership of its learners, its programmes, and its reputation in the sector.
The risk: growth meant taking on everything at once
Becoming a lead provider was not simply a change of status. Once registered as a provider on the Apprenticeship Provider and Assessment Register (APAR), AccXel took on direct responsibility for ILR submissions, audit preparation, safeguarding evidence, compliance processes, and day-to-day programme administration, all while continuing to grow. For a young, fast-growing provider, the stakes were high as inaccurate data or incomplete evidence could create funding, quality, and audit risk, with little room for error so early in its journey as a direct provider.
AccXel looked at other systems, including Aptem and OneFile, but found the compliance workflows difficult to follow. The team needed a system that made the right process clear, reduced the risk of error, and gave a new provider the confidence that it was doing things properly from day one.
A platform that wouldn't let AccXel get it wrong
Bud stood out because it paired intuitive apprenticeship management with a compliance-led approach the team could follow. Rather than handing over a platform and leaving AccXel to interpret the process alone, Bud built in guidance and reassurance as the provider grew into its new responsibilities. As Natalie King, Managing Director & Principal at AccXel, put it:
"If it's not right, Bud won't let you do it."
In practice, that discipline gave AccXel a structured way to run its apprenticeship delivery, from programme builds and activity libraries through to evidence, reporting and compliance checks. Built-in validation and a structured enrolment process reduced the risk of missing or incorrect information, capturing key learner data from the outset and feeding it into the ILR. A rich suite of dashboards gave AccXel's management team far greater visibility of learner progress and performance, so they could make informed decisions and step in with support where and when it was needed, helping the team manage learner journeys day to day while also planning for longer-term growth.
Accurate, accessible learner data provides confidence in the information AccXel relies on for audits, reviews, safeguarding reporting, and inspections. Behind the scenes, responsive support has helped the team navigate funding rule changes, audits and growth, preparing for larger cohorts without simply adding more administrative resource.
A clean audit, strong results, and growing confidence
100% pass rate with 85% of learners achieving merit or distinction
for AccXel's first Level 4 cohort
The test of that foundation came quickly. Four months after becoming a lead provider, AccXel completed its first full DfE audit with no issues or errors recorded. Its Ofsted monitoring visit went on to judge AccXel as having made significant progress in meeting apprenticeship provision requirements and in the quality of training leading to apprentice outcomes. The first Level 4 cohort achieved a 100% pass rate, with 85% of learners achieving merit or distinction. Dean Matthews, Compliance Manager at AccXel, points to Bud's role in that audit and inspection history:
"Bud has been an important part of our approach to compliance and has supported us through successful external audits including a full DfE audit. AccXel has achieved a clean audit and was judged to have made significant progress through our Ofsted monitoring activity."
Dean highlights the value of the structured enrolment process, which gives learners a smooth and consistent onboarding journey while ensuring key information is captured from the outset and fed effectively into the ILR. During audits and inspections, having learner information, compliance documentation, and evidence easily accessible within the platform helped AccXel demonstrate its processes clearly and efficiently, giving their team confidence in its data and quick access to what auditors and inspectors need to see.
The same reporting has strengthened AccXel's oversight of safeguarding and learner engagement, working alongside their own safeguarding processes. Information captured through learner reviews feeds into wider safeguarding reporting and helps the team identify where additional support or intervention may be required. As AccXel approaches an important milestone - their first direct apprenticeship completions - Dean explains why this level of oversight matters right now:
"Bud's reporting will be hugely valuable in helping us monitor our emerging QAR, understand performance across different programmes, and identify learners who may be at risk of not achieving."
Having this level of information available to both management and delivery teams allows AccXel to take a proactive approach to learner progress, retention, safeguarding and, ultimately, achievement. As Dean describes it:
"Bud has made a real difference to the way we manage and report on our learners. The reporting functionality gives our management team much greater visibility of learner progress and performance, helping us make informed decisions and identify where support or intervention may be needed."
A more engaging learner experience with Bud
For learners, the platform is straightforward to use, making it quicker and more efficient to submit work and stay engaged with their programme, something AccXel is now building on by further developing its use of SCORM content within Bud, an investment the team expects will introduce more interactive learning opportunities and create an increasingly engaging digital journey for apprentices.
This confidence extends to how AccXel handles a compliance landscape that shifts year on year. As Natalie King explains:
Funding rule changes can be incredibly confusing year-on-year. Bud is on it. They have our backs and are already integrating updates into the system, which gives us the reassurance to focus on the quality of learning. No other supplier offered that level of customer service, partnership, and reassurance.

The next chapter: scaling without adding headcount
Having proven it can grow sustainably, AccXel is now preparing for its next stage of growth, scaling learner numbers without simply adding more administrative resource to keep pace.
Bud's AI-powered assessment tool, Bud Mark, is part of how AccXel plans to do that. Dean sees it as a capability with the potential to reshape the provider's delivery model. One of the biggest benefits, he explains, will be bringing assessment, marking and feedback together within Bud itself, creating a more joined-up experience for learners, tutors, and assessors alike:
"We expect this to reduce duplication and administration significantly, giving our delivery teams more time to focus on teaching, assessment, and supporting learners."
AccXel is still developing its use of Bud Mark, but the team expects that consolidating more processes within Bud will generate considerable efficiencies across the organisation. Across the industry, trainers spend an average of 1.5 days a week marking - a time-sink that Bud Mark cuts by 50%. For Dean, the direction Bud is taking with Bud Mark and its AI capabilities is particularly exciting, with the potential to further streamline processes while improving the experience for both staff and learners.
Looking ahead
AccXel's ambition is to keep growing learner numbers while protecting the quality, specialist feel and employer-led approach that set it apart. Having built the compliance foundation to grow with confidence once, AccXel is now applying the same approach to its next stage using Bud as the scalable foundation for managing compliance, evidence, reporting, learner engagement, and safeguarding as demand grows across construction and engineering programmes.
