Providers are seeing different outcomes from very similar AI initiatives, because they’re starting from very different foundations.
Rather than thinking about AI adoption as a yes/no question, it’s more useful to understand it as a progression that reflects how ready an organisation is to apply AI meaningfully and safely.

Why maturity matters more than tools
One of the biggest misconceptions in the sector right now is that you can layer AI tools on top of your existing systems. In practice, that will rarely lead to truly valuable outcomes.
AI is only as effective as the environment it operates in. The quality of your data and how connected your systems are have a huge impact on the outcomes AI can deliver.
That’s why two providers adopting the same AI capability can see completely different outcomes:

The difference in this case isn’t the AI tool they’ve chosen to implement, but each provider’s position on the maturity curve.
At the earliest stage of the AI Readiness Maturity Curve, most providers will recognise themselves pretty quickly.
For providers in this stage, systems are disconnected and data is siloed across multiple locations – spreadsheets, point solutions and on hard drives. Overall visibility across the learner journey is also limited, with a large proportion of the provider’s delivery relying on manual processes.

As providers move along the AI Readiness Maturity Curve, things start to become more interesting.
Here, providers have begun to address some of the underlying fragmentation. Their data is becoming more integrated, with greater overarching visibility across learners, programmes, and cohorts. At this stage, many providers start to standardise and automate processes.
This is the point at which AI starts to deliver some value:
Supporting reporting and data interpretation
Providing basic insights across cohorts or standards
Reducing manual analysis effort
But it’s still largely retrospective. Providers here can see what’s happening more clearly, but are not yet changing how they operate.
This is where the real shift happens.
At this point in the AI Readiness Maturity Curve, providers have moved beyond just connecting their systems. They have aligned their data, workflows, and delivery processes into something more cohesive.
AI is now no longer sitting outside their system, but is embedded within it – and that changes its potential markedly.
Instead of just reporting on what’s already happened, AI starts to:
Surface early indicators of risk
Highlight learners who may be falling behind
Prompt timely interventions from delivery teams
Support decision-making in real time
This is the move from reactive to proactive, and is also the point where AI starts to feel genuinely useful to delivery teams. Not just an interesting add-on, but something that helps them do their job better.
Stage 4: Optimised and adaptive
For organisations sitting near the far end of the AI Readiness Maturity Curve, AI becomes a true force multiplier.
Here, AI isn’t just supporting decisions but is continuously informing and improving them.
Providers at this stage are using AI to:
Personalise learning experiences at scale
Continuously optimise their delivery models
Adapt their provision based on real-time insight
Drive organisation-wide decision-making
In other words, AI becomes embedded into the way the organisation operates, not just as a tool, but as an organisational capability.
Progression isn't about "doing more AI"
One of the most important things to understand about the AI Readiness Maturity Curve is that progression isn’t about adopting more tools.
It’s about strengthening the foundations that make AI more effective.
For providers, that means:
Connecting their data in a consistent, reliable way
Embedding workflows that reflect real delivery
Ensuring their compliance and audit evidence is built in
Significantly reducing fragmentation across their systems
Without this context, even the most advanced AI capabilities will struggle to deliver meaningful value.
With them, even relatively simple AI applications can become incredibly powerful.
This is where platform strategy becomes critical for providers.
In funded learning, those foundations are incredibly difficult to achieve across fragmented systems. When learner data, delivery workflows, evidence, and reporting sit across multiple tools, AI is forced to operate on partial context – limiting both its accuracy and its usefulness.

Most providers today sit somewhere between Stage 1 and Stage 2 of the AI Readiness Maturity Curve. There is some early experimentation and there are pockets of progress across the sector, but there is also fragmentation, inconsistency, and understandable caution.
And that’s not a problem – it’s exactly where we’d expect the sector to be.
The key is not to rush ahead to Stage 4 thinking.
Look honestly at your current position, and focus on the steps that actually move you forward, because in funded learning, AI success won’t come from rapid adoption, but from building the right foundations, and progressing – deliberately – towards a more intelligent way of operating.

For most providers today, this is still spread across multiple systems: LMS, ePortfolio, reporting tools, assessment tools, and so on – each holding a part of the picture, but none holding the whole.
